Decision:

To provide the Head of Service Property, Strategic Asset Manager, Estate Manager and Team Leader Town Centre Property delegated powers to approve all relevant documents on behalf of Property / Estates.

 

“As Executive Director of Growth and Sustainability the functions of Property and Estates lie within my Directorate.  The Group Leader Assets (now Estates) has powers listed in Part 3 of the Constitution – Responsibility for Executive Functions Officer Delegations, Updated 1 February 2024, Section C Paragraphs 11 and 17 .  The existing post holder is currently absent.  I wish to ensure those powers remain exercisable by officers for twelve months to cover any period of ongoing absence or future vacancy.

 

Therefore in accordance with section A, paragraphs 10 to 12 of Part 3 of the Constitution – Responsibility for Executive Functions Officer Delegations, Updated 1 February 2024, I delegate the powers of the Group Leader Assets (now Estates) listed in Section C, Paragraphs 11 and 17 of Part 3 of the Constitution – Responsibility for Executive Functions Officer Delegations Updated 1 February 2024, for the 12 month period from the date of this ODR, to the Head of Service Property, Strategic Asset Manager, Estate Manager and Team Leader Town Centre Property in particular including authority to sign any document to give effect to the exercise of those powers.

RESOLVED that Cabinet:-

 

1.    Approve to vote in favour of the restructuring plans put forward by the tenant named in the report, having considered the options and implications outlined in the report; and

 

2.    Delegate to the Executive Director Growth and Sustainability, in conjunction with the Director of Finance and Service Director Law and Governance, the authority to respond to the tenant named in the report’s proposals via the appropriate process; and

 

3.    Delegate the authority to the Executive Director Growth and Sustainability, in conjunction with the Director of Finance and Head of Property or their successors, to manage the process of the restructuring on behalf of BMBC and negotiate any terms with the tenant named in the report, where appropriate, to ensure BMBC’s best interests.

RESOLVED that Cabinet:-

 

1.    Endorse the findings of the Pathways to Work Commission and note the impact the report will have locally, regionally and nationally; and

 

2.    Endorse the recommendations made by the Commission for the “national enablers” required to unlock higher rates of labour market participation across the country and particularly in places like Barnsley; and

 

3.    Approve the Commission’s recommendation to invest in developing a local Proof of Concept to tackle economic inactivity in a more coherent, holistic, and personalised way with system partners in the borough and South Yorkshire Local Authorities and Mayoral Combined Authority; and

 

4.    Endorse the two further local recommendations to invest in closing educational attainment gaps and raising the quality of work through investment in digital skills as part of the inclusive economy strategy; and

 

5.    Approve a 2-year extension of the Pathways to Work Secretariat staff funding to support the recommendations.
