S106 Update - Laura Sharman (Pac.01.12.2022/4)

Minutes:

The Section 106 Programme Manager delivered the presentation to Members, detailing the current position of Section 106 monies relevant to developments in the Penistone East and Penistone West Wards.

 

During Member discussion on Public Open Space, objections were raised that the agreement for Saunderson Road, Penistone (2018/0800) meant the monies could be spent borough-wide. Suggestions by Members of where these monies (and others intended for this purpose) could be spent within the Penistone Area Council geographical footprint included:

 

·       Penistone Cricket Club

·       Penistone Church Football Club

·       Penistone Leisure Centre

·       Thurlstone Football Club

·       Westfield Avenue Park

 

During Member discussion on Education, concerns were raised that the New Road/Lidgett Lane, Tankersley (2013/1007) and New Road, Tankersley (2018/1361) monies did at that stage not provide provision for the monies to be spent on education within the parish of Tankersley.

 

During Member discussion on Highways and Sustainable Travel, suggestions by Members of where these monies could be spent within the Penistone Area Council geographical footprint included:

 

·       Bullhouse Bridge repair works

·       Resurfacing of the Trans Pennine Trail

·       Access to the Trans Pennine Trail from Roughbirchworth Lane, Oxspring

 

In general discussion, Members discussed discontentment with Section 106 monies awarded as part of developments within Penistone East and Penistone West Wards being spent outside these Wards. It was acknowledged that recent good practice had meant this was less so the case, however that planning guidance hadn’t formally changed to mandate this. It was also noted that a new Section 106 inbox had been created, which enabled Members to be informed of local Section 106 monies as soon as they were released.
