2.    The town centre needs to diversify. Together, there is so much more to do. We need to see more people working in the town centre, and more small and creative businesses based in the town centre.

4.    This Board has a huge agenda, by working together we can ensure Barnsley stays ahead in the game.

1.    ACTION: Board members to return completed and signed Partnership Agreement and Register of Interest Form to Board Administrator.

 

2.    DECISION: To agree the Terms of Reference – Unanimous agreement on condition that the scope reflects the agreed Long-Term Plan for Towns programme geography.

Town Centre Plan 2021-26: What We Have Achieved

1.    ACTION: Board Administrator to distribute a paper to the Board from the Service Director for Communities, Barnsley Council, outlining the results of the Safer Barnsley Partnership Survey 2023.

 

2.    ACTION: Board Administrator to add to the Forward Plan – Taxi Incentive Scheme (Chris Savage).

 

3.    (Matt O’Neill) Quality hotel accommodation is needed in the town centre; visitors are choosing to stay in Leeds and Sheffield.

 

4.    (Gary Vaughton) This is true. Our company is American owned, they prefer to stay in big cities. Barnsley is not even investigated when they book accommodation.

 

5.    (Barry Higgins) We have leads from the big Supermarkets visit us regularly. They never stay in Barnsley for the same reasons.

 

6.    (Jon Flatman) There is a real need for premium accommodation – to live in and for short stays. The town centre will not attract high earners without it.

 

7.    Barnsley FC will be adopting the ‘Place of Possibilities’ strapline. We all must do our bit to change perceptions of Barnsley - it is a modern 21st century market town.

 

8.    (Andrea Battye) We need more places in town to host big indoor events. Barnsley is exceptional at youth singing and orchestra, but we travel all over the UK to perform. There is no large-scale venue.

 

9.    (Anthony Baker) It is the same for the Conference market. The town centre loses to out-of-town venues and nearby Sheffield. But to support these events, we need the hotel accommodation.

 

10.Conference organisers are engaging with Barnsley Civic and BPL - they want to come to the town centre but are unable to accommodate them at present.

 

11.Performers at Barnsley Civic require quality accommodation, which is not found in Barnsley town centre, so they are staying in Sheffield and Leeds.

Long-Term Plan for Towns: Draft Action Plan

1.    DECISION: To support the original geography for the Long-Term Plan for Towns programme provided by the Department for Levelling Up, Housing and Communities

-          Unanimous agreement on condition that the geography is expanded to include the Dearne Valley Park.

 

2.    DECISION: To approve the Long-Term Plan for Towns

-          Vision Unanimous agreement on condition that the word ‘centre’ is removed. As follows:

“TheBoard’s Vision is to improve the economic, social, and environmental well-being of the town, to make it a 21st Century market town where people want to live, work, learn, play, and invest, and ensure Barnsley is a proud and prosperous place for generations to come.

TheBarnsley Town Board aims to create a safe, vibrant, inclusive, and sustainable town that meets the needs and aspirations of its residents, businesses, and visitors.”

 

3.    ACTION: Board Administrator to distribute a paper to the Board from the Director of Finance, Barnsley Council, outlining how regeneration programmes across the borough are funded.

 

4.    ACTION: Board Administrator to add to the Forward Plan – Overview of Town Centre Regeneration Projects in Delivery (Dan Harper).

 

5.    ACTION: Dan Harper/Chris Savage to make more detail available to Board for projects under consideration for funding in the first 3-year Investment Plan of the Long-Term Plan for Towns programme. Must include how they link to the programme vision and current Town Centre Plan.

 

6.    ACTION:Board Administratorto addto theForward PlanConsultationPlan(DanHarper/ChrisSavage).
