Minutes from the Previous Meeting - Chair Minutes: The minutes were accepted as a true record.
· Teresa Williams to clarify CCTV monitoring with Mark Giles:- It was confirmed that this is currently monitored manually, but will transfer over to the Doncaster control room · Teresa Williams to check the ownership of the red wall adjacent to the Heart of Goldthorpe so that this can be factored into any plans for the site. Land ownership still being investigated, to be reported at the next meeting. · Paul Clifford and Councillor Danforth agreed to meet with Bolton Upon Dearne Residents Group once Cabinet Reports have been approved in April. Paul Clifford will liaise with Claire Dawson. · Board took the decision not to support moving forward with the digital advertising screen as this conflicts with wider aspirations for the square. It was agreed that Paul Clifford would feed back the Board’s decision to the advertiser. Paul has fed this back and the position has been accepted, however they have requested support to identify potential alternative locations

Minutes: Profession Vanessa Toulman from University of Sheffield attended and presented the proposal for the Story Telling Pilot.
Ben Taylor, and Jack Haddow from Newlands attended, supported by Suzanne Brough and presented their outline vision for the potential redevelopment of the ES10 allocated employment site.
Maria Cotton from Barnsley MBC attended along with Chris Savage to present the proposals for Goldthorpe Market.
Liane Holdsworth and Claire Farley from Barnsley MBC attended to present a “deep dive” on the Culture & Community Hub Towns Funded project.

Town Investment Plan Update - Paul Clifford / Rachael Allington Highlight Report
Risks / Financial Profile Minutes: Highlight Reports: Rachael Allington presented the highlight report to the group, advising that the Towns Fund Business Case approval report was approved by BMBC Cabinet on 20th April 2022. A redacted version of this report will be published on the website, excluding the individual project amounts until all the procurement exercises for the projects have been concluded. A copy of the highlight report will be circulated to the Board with the minutes.
The following decisions were agreed by the Board:
Project D: Change of name for the ‘Pre-1919 Housing Strategy site’, ahead of the Public Consultation commencing on 16.05.22.
Project L: Request that board endorse a project rebranding, which will enable the scope of the project to be developed to have more flexibility to address viability gaps that prohibit economic growth.
Project M: Board to endorse the Housing Retrofit Project M and to advance this to full business case.

Communication Plan - Michael Cotton Minutes: Mike Cotton shared a link to the draft updated website which includes project updates, the Towns Fund project video, redacted version of the cabinet report and Frequently Asked Questions. The updated website will be launched on 9th May 2022.

Government Updates - Sam Pollard / Matthew Blackburn Minutes: Sam Pollard from DLUHC attended advising that DLUHC have issued a number of communications to the project team :
· More details regarding the Monitoring & Evaluation baselining process will be sent at the end of April 2022 · Financial Reprofiling to be returned by end April 2022 · Project Adjustment is required to replace the Solar Farm project, Sam will confirm with Rebecca Gamble · Levelling Up Fund round 2 note & guidance published. · UK Shared Prosperity Fund launched
Wider discussion and action for the project team to see whether the 2 funds could be accessed to compliment Towns Fund investment, providing added value.

South Yorkshire Mayoral Combined Authority - Becky Guthrie Minutes: Beckie Guthrie attended and advised that all SYMCA boards are currently suspended through the Purdah pre-election period, when a new Metro Mayor will be appointed following the election on 5th May 2022. The next SYMCA Board with the newly elected Metro Mayor will be 6th June 2022
SYMCA are still progressing place-based investment plans, other SYMCA funding is progressing through assurance and contract framework.

Public consultation pre-1919 housing proposals – Julie Tattershall Minutes: Rachael Allington advised on the forward plan for the Project Deep Dives:
Paul Clifford advised that Towns Fund support will be called on to assist with the annual board Membership Review at the end of May 2022.
Julie Tattershall advised the board that the public consultation on pre-1919 housing proposals will take place during May 2022, and request support from the board to chair the consultation sessions. Anyone interested to contact Julie direct. In addition, Julie requested the board to endorse a change of name for the ‘Pre-1919 Housing Strategy site’, ahead of the public consultation. Julie will circulate proposed name suggestions by email.
