Decision:

The proposals to be advertised and any objections to be the subject of a report to Cabinet. If there are no objections the Head of Highways & Engineering and the Head of Legal Services be authorised to make and implement the Order.

Reasons for the decision:

Pontefract Road is located northeast of Barnsley town centre. It is a busy carriageway which serves residential and commercial properties. It is also a route for buses and heavy goods vehicles. Parts of Pontefract Road has restrictions prohibiting vehicles from waiting at any time, however, these restrictions do not cover the frontage of commercial properties.

 

The Council was contacted by local businesses concerned that loading for commercial vehicles is not available in proximity of their businesses located along Pontefract Road and this is leading to difficulties for their delivery contractors who are using large vans or 7.5Tonnes vehicles.

 

To ensure continuity of trading for local businesses, it is proposed to introduce peak period goods vehicle Loading Only bay restriction on the northwest side of Pontefract Road (section between Crosby Street and School Street). The proposed restrictions will operate Monday to Saturday between 8am and 6pm.

 

Parking Enforcement and Logistics/ Haulage companies were consulted on the 30th

of January 2025 and no objections were received. For this reason, the proposed

Traffic Regulation Order (TRO) has been deemed suitable to progress to the next

stage of the TRO process and is now subject to public consultation.

 

Details of the TRO will be advertised on the 2nd of May 2025 inthe local press (Barnsley  Chronicle), made available at the Lightbox library, 1 The Glass Works in Barnsley and notices will be posted on light columns on the streets concerned. 

 

Residents, local businesses and other interested parties may submit their support or objection for the proposed TRO at any time within the consultation period.
