(ODD/034/2022) Bespoke school to school improvement and CPD support provided by Tykes Teaching Alliance (HCAT)

Decision Maker: Executive Director Children's Services

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: No

Decision:

Approved to spend £150,000.00

Reasons for the decision:

Barnsley Schools’ Alliance works in partnership with all maintained schools and academies to carry out its statutory duties with regard to school improvement. Tykes Teaching Alliance provides bespoke CPD and school to school support to the partnership through its Teaching Alliance which provides National Leaders of Education (NLE’s), Local Leaders of Education (LLE’s) and Senior Leaders of Education (SLE’s) using nationally agreed tariffs and rates.

Tykes Teaching Alliance are currently working with our schools using a range of local leaders to support their improvement, developmental and CPD strategies especially catch-up curriculum due to the Covid19 pandemic and preparation for Ofsted inspections which have now recommenced.

The value of this support is determined through utilising risk analysis through school to school support requirements within Barnsley schools that are deemed to be high risk using the School Improvement Plan.

Barnsley Schools’ Alliance is committed to continue with the work that has started with Tykes to ensure consistency for our children and young people. All work proposed by Tykes is jointly put together by members of the Alliance, this is then discussed and approved by the Barnsley Schools’ Alliance’s Executive Group. The group also look at impact and assessment before any further funding is approved.

Alternative options considered:

Delta is the approved teaching hub provider for the Barnsley region.

Tykes Teaching Alliance (HCAT) works in partnership with them adding additional capacity across the sector. There is no justification in commissioning school improvement support from out-of-borough Teaching Schools who will charge the same rates for the deployment of school improvement professionals who will have little understanding of Barnsley’s local context and demographic needs.

Tykes Teaching Alliance have local knowledge and context so can better meet need.  This means that there is no cost benefit in tendering this work widely as prices are fixed across all teaching schools nationally.
