Decision:

The decision is to re-direct existing SEND investment monies that was ear-marked for technical contractor support towards investing in a Business Analyst (SEND) fixed term post to develop business processes to improve data quality and reporting for the SEND programme.

 

Reasons for the decision:

The original investment ear-marked for a technical contractor for business intelligence reporting but this is no longer required, due to that work being picked up by an internal team (Business Improvement and Intelligence). 

What is required, are detailed business processes to ensure data is entered correctly into SEND related systems (Serverlec Synergy, EHCP etc.).  The business analyst fixed term will be required to oversee the production of detailed business processes and lead data quality and reporting groups to ensure SEND reporting meets the needs of the service.

Original approval for use of the SEND investment funding Rev_GF_023: July 2021 totalling £166,000.  Of this, £100,000 has been earmarked meaning £66,000 would be utilised for a fixed term Business Analyst Process post and associated support costs.

 

Alternative options considered:

Due to handling the technical requirements in-house then it is clear that external consultancy support is no longer required, but it is clear the SEND business processes, and data quality need to be improved for continued accurate reporting in this critical area for the council.
