Decision:

A request for further capital funding of £0.150M is approved to allow the Affordable Warmth programme to continue until March 2022.

Reasons for the decision:

In April 2019, the Council began its Affordable Warmth programme, designed to tackle fuel poverty and provide financial assistance to the most vulnerable residents in the Borough to provide heating and insulation works to make their homes warmer, healthier and cheaper to heat.The original proposal was to carry out works to a minimum of 106 households, equating to an average capital spend per property of £2,358 over the three-year period.  The actual number of households benefitting during the first two years has been 166 with an average capital spend of £1,579.  The total value of works under the programme so far is £469,120 and a total of £206,990 of external funding has been accessed including any customer and landlord contributions.

 

In order to complete the final year of the programme an additional £150,000 is required based an average annual spend during the first 2 years of circa. £175,000 and includes the match required for the first-time central heating scheme.

Alternative options considered:

That the programme ends early, which is not recommended due to the assistance being provided to vulnerable residents.
