Decision:

To extend the InfoJam professional services contract for a further 12 months to end 31st March 2022 to a maximum value of £170,000. (£100,000 previously approved plus £70,000 for the 21/22 contract extension).

Reasons for the decision:

In 2020 the Council contracted with InfoJam to deliver IT Consultancy support to BMBC Think Family and associated Data Warehouse work’ to develop the local Troubled Families Programme ‘data solution’ and embed that solution within BMBC Business Intelligenc (BI) services for their further development.

 

Infojam’s work has supported BMBC’s successful delivery of the national Troubled Families Programme requirements in 2020/21, and the associated technical developments from this work have been used to inform and develop the BMBC Data Warehouse and has already supported wider BI activities and will continue to do so beyond the life of the Troubled Families programme.

 

The impacts of Covid-19 upon BI services and Think Family outcome delivery, have delayed the full knowledge transfer from InfoJam to enable BI to maintain the development of the Data Warehouse at pace.

 

Additionally, the national Troubed Families programme has been extended for a further year.

 

For these reasons it is proposed to extend the InfoJam contract to 31 March 2022 to provide their professional services to respond to these two issues:

 

·       Support the Troubled Families programme outcome delivery 21/22, and during this period complete the handover of knowledge and technical products that drive the TF Data solution to BI for their management.

 

·       Complete the required knowledge transfer to BI services so that they can continue to develop the Data Warehouse and its wider uses to support BMBC BI activities thereafter.

 

·       Examples of BI areas of work that will benefit from these developments include the Critical Success Factors 2030, SEND & YOT inspection preparation, Covid Recovery work and impact assessments such as JSNA and JSIA.

Alternative options considered:

As this is a continuation of work in progress that is unique to this specialist provider, and will build on work already done but not completed due to the impacts of the pandemic, it is crucial to continue with the current Contractor.
