Decision:

Extension of the existing green waste disposal contract from 1st April 2021 to 31st March 2022.

 

Reasons for the decision:

This report is to seek approval to continue with the organic waste disposal contract which commenced in January 2016 for a 39 month period, with options to extend for two additional 12 month terms. Due to the challenges of the COVID-19 pandemic and impact on service and market volatility, it has been decided to extend the existing contract by an additional year to March 2022.  It is the intention of the Council to tender for it’s green waste services during the forthcoming financial year, taking due account of market conditions, service requirements, and potential collaborative contracting opportunities with the BDR waste partnership.

 

This is a continuation of the existing waste and recycling collection service and as such has an annual revenue budget allocation.

The value of the contract is approximately £400,000 per annum.

 

This decision has been made in consultation with the Environment and Transport directorate, Finance and Strategic Procurement departments.

 

Alternative options considered:

The Council has a Statutory Duty for waste collection and disposal services, and adherence to environmental legislation requirements for safe and correct disposals. The Council does not have the facility to perform these services in house, and would soon be in breach of environmental legislation if the green waste was not disposed of in a safe and timely manner.
