The proposals to be advertised and any objections to be the subject of a report to Cabinet. If there are no objections the Head of Highways & Engineering and the Head of Legal Services be authorised to make and implement the Order.

Reasons for the decision:

A planning consent was granted on the 13th of January 2020 for a construction of a new roundabout at the junction of A635 Barugh Green Road and Cannon Way. The project is part of the mixed-use (MU1) development which is intended to accommodate a significant proportion of new housing, employment land and education facilities in Barnsley. 


The development of MU1 is centred on a new strategic link road, the “Claycliffe Link Road”, which will form a spine road through the mixed-use site and provide a key route from M1 Junction 37 up to A635 Barugh Green Road, providing a north-western gateway into Barnsley.  


The MU1 development’s proposal is to construct a four-arm roundabout to replace the existing three-arm priority junction at the intersection of A635 Barugh Green Road and Cannon Way. As part of the development, uncontrolled crossings will be provided on  each arm of the proposed roundabout, including pedestrian crossing islands on the proposed link road access. 


A635 Barugh Green Road operates with a current speed limit of 40 mph in the vicinity of the proposed roundabout. The intention is that the future new link road would operate with a speed limit of 30mph.  


Local Ward Members, Ward Manager, Emergency Services, SYMCA, Parking Enforcement and Logistics/ Haulage companies were consulted on the 22nd of February 2024 and no objections were received. For this reason, the proposed Traffic Regulation Order (TRO) has been deemed suitable to progress to the next stage of the TRO process and is now subject to public consultation. 


Details of the TRO will be?advertised in the local press (Barnsley Chronicle), made  available at the Lightbox library, 1 The Glass Works in Barnsley on the 28th of June 2024. Notices have been posted on lamp columns on the streets concerned. 


Residents, local businesses and other interested parties may submit their support or objection for the proposed TRO at any time within the consultation period. 


Alternative options considered:

The planning consent was specific to investigating ways of managing vehicle speeds on the A635 Barugh Green Road. Alternative measures, including physical engineering features – traffic islands, road narrowing and raised surfacing were all considered to be impactive on vehicles and traffic flows.
