Barnsley Metropolitan Borough Council are legally bound by the Representation of the People Act 1983 to run an election process on behalf of its constituencies. It is not possible to run a successful election without the production of postal voting packs and ballot papers. The internal print unit is not able to produce these items due to their complexity and the short timescales for their production.
