Acceptance of funding from UK Government Department for Levelling Up, Housing and Communities Changing Places Fund (ODD/048/2022)

Decision Maker: Executive Director Growth and Sustainability

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: No

Decision:

To accept funding of £65,000 from UK Government Department for Levelling Up, Housing and Communities for Changing Places Toilet Scheme at Elsecar Heritage Centre and Barnsley Fire Station. In addition for Barnsley Council to act as Accountable Body for the entire grant, including Barnsley Fire Station and commence the works. There are no match funding requirements.

Reasons for the decision:

Barnsley Council is committed to extending the number of Changing Places toilets across the borough. Thousands of people with profound and multiple learning disabilities, as well other disabilities that severely limit mobility, cannot use standard accessible toilets. Standard accessible toilets (or "disabled toilets") do not provide changing benches or hoists and most are too small to accommodate more than one person. Without Changing Places toilets, the person with disabilities is put at risk, and families are forced to risk their own health and safety by changing their loved one on a toilet floor. This is dangerous, unhygienic and undignified. Further information about the scheme can be found here - https://www.changing-places.org/

Alternative options considered:

This funding is spefically available to enable Local Authorities to install Changing Places Toilets. The alternative would be to not proceed which would be a missed opportunity.
