Decision:

Approve the procurement process for the retender of the graphic design, videography and animation framework and subsequence awarding of contracts.

 

Reasons for the decision:

Since 2020, we’ve had a framework contract for graphic design, videography and animation services. Our current framework will come to an end in September 2022. The Communications and Marketing team have reviewed this contract and is looking to retender the framework agreement and continue to outsource this function with a reduced number of LOTS (from seven to three). 

Organisations, companies, and freelancers will be commissioned by the Communications and Marketing team to undertake activities that deliver the graphic design, videography and animation activities required by services across the council.  

 

The duration of the new framework will be for a two-year period with the option to extend for a further two x 12 months and will commence on 1 October 2022.

 

Our Communications and Marketing team will work with up to 10 organisations, companies, and freelancers to deliver high-quality, innovative and value-for-money design, video and animation.  

The framework agreement will support the council to procure graphic design and videography services which adhere to our brand guidelines and our service and customer needs.

It provides us with an opportunity to clarify our role as one council. It will help us to enhance our brand and reputation as a modern, and trusted council. 

 

Alternative options considered:

Our current Framework agreement is coming to an end in September 2022. We would like to continue to outsource this function as we do not have an in-house provision.
