Decision:

To use additional resource to facilitate the build and dismantle on a daily basis of the outdoor market in Barnsley Town Centre.

Reasons for the decision:

Barnsley’s outdoor market operates on Monday, Tuesday, Wednesday, Friday and Saturday each week and is shifting to a fully demountable outdoor market with new gazebos which will be anchored into the ground. This will need a dedicated team with vehicles to construct and dismantle the gazebos each day.

 

We are currently in the middle of the final redevelopment works and the works are now too large to be delivered by the in-house market scheme. We now require additional resource and provision of a vehicle to transport the gazebos upto the final scheme being deployed. The final scheme will be issued for tender in January 2022 to commence mid-March.

 

The public realm works and outdoor market scheme is now being phased in gradually. We have a short time-frame between the final scheme being issued for tender, however the works have grown substantially in recent weeks that the permanent team are overwhelmed. This is creating a risk to the delivery of the market at a critical time.

 

Contract value - £39,484

Alternative options considered:

BU6 looked at the viability of resourcing this work within their teams but were unable to commit to the project.  The times requested for the work are outside of current contracted hours and staff were unable to commit to working on overtime for any length of time which meant we couldn’t assure service stability internally.
