Decision:
To approve the award of the DN573754 - Penny Pie Park tree and shrub planting and maintenance contract.
Reasons for the decision:
As part of the Contract Procedure Rules, for contracts above £10,000 and up to and including £70,000 the Executive Director must seek to achieve competition and for that purpose invite at least three quotations via YORtender (BMBC’s electronic procurement system).
It was agreed to ensure submissions remained of high quality, a direct (closed) quotations price via YORtender would be undertaken, checking references first and inviting five potential contractors to tender.
The tender returns are higher than estimated hence the requirement to seek additional approval to award the contract.
Alternative options considered:
Value engineering was undertaken at the beginning of the project resulting in the landscaping tree specimens amended to extra heavy standard trees which will not only ensure a higher percentage of survival rates, it reduces overall cost of the trees and maintenance requirements.
Further value engineering to reduce the tree and shrub planting specification is not recommended.
