A decision has been taken to procure the provision of resource to effectively programme manage the Community Renewal Fund for Barnsley. The provided resource will bring suitable experience to quickly initiate, mobilise and ensure effective delivery is enabled in the short programme timescale.

The decision was taken to procure programme management capacity externally using Reed’s Consultancy Plus framework to invite open tenders to fulfil the activity. This decision was taken as there is no known capacity within the Council to carry out this work in adherence with the aggressive timescales it will need.

The required proposals have been requested to separate their quotations into phases with the information that only phase 1 work will be funded if the MHCLG bid proves unsuccessful. Sufficient funds to cover this element of the cost has been identified separate to the MHCLG funds that will fund it if it is successful.

The decision was taken in consultation and agreement from the CRF Delivery Planning Group and the Councils Senior Management Team.

The value of the works is £74,150 plus a £3,336.75 Procurement fee from Reed Consultancy = £77,486.75 [Excluding VAT].

There is no known capacity to allow an alternative way to enable the capacity in order to deliver the Programme Management needed to ensure the submitted bid can be delivered.

Waiting for a successful response was considered as an option, however, given the aggressive timescale associated that would have put the delivery of the whole programme at risk.

If only the phase 1 work is completed due to an unsuccessful bid, we have stated the need to handover the work to date and learning to us to ensure we still receive some valuable insight into this area of development for the Central area of Barnsley.
