Decision:
The decision is taken to direct award a 5 year contract to Servelec via CCS Framework Agreement RM3821 to enable the Council to continue the use of the Servelec Childrens Management Solution, the solution will need to be upgraded and migrated from TED to Mosaic.
Reasons for the decision:
The Council is currently using TED via Servelec which will no longer be offered as a supported solution by Servelec from June 2021. Due to Covid-19, the contract ending in June 21 and Silverlight being unsupported from October 2021, the Council does not have the resourse or time to be able to fully engage with the market, run a tender and implement a new Children Social Care solution. The risk to the Council and the families is too high to try to mitigate when the service is responding to the impact of Covid-19.
As TED will no longer be supported from June 2021, the only option is to migrate the services to the Mosaic solution.
Alternative options considered:
3 options were proposed to the Service along with costings. Migration to Mosaic was the most economically advantageous option, required less resource from both IT technicians and Service for implementation and has less impact on the end users to enable them to continue operational roles.
1. Ted will cease and we move to TedI
· Remain On-Premise
· Will stay on the existing servers.
· Fostering and Adoption will cease
· We need to procure an alternative ASAP
· Implementation of a new solution
· Will incur additional solution costs
· Would need to be implemented by June 2021
· Microsoft Silverlight will reach the end of support on October 12, 2021
· Move must be completed by July 2021
2. Upgrade to Mosaic on-premise
· Mosaic licence, maintenance and implementation
· Mosaic costs the same as option 1
· 5 year contract
· New Servers required
· Fostering and Adoption module will be provded in Mosaic
· Microsoft Silverlight will reach the end of support on October 12, 2021
· Work needs to start in April/May to meet the October deadline for Silverlight
3. Move to Mosaic on a hosted solution
· Servelec will create the Hosted environment for solution
· 5 year costs
· Mosaic licence, maintenance and implementation
· Solution costs to remain same as Options 1 & 2
· Additional costs for annual cloud hosting
