Decision:

To approve the direct award waiver process and spend for the initial 2 year contract to allow future review and planning with BU6, IT and Strategic Procurement.. 

Reasons for the decision:

BU6 currently have the on-premise solution from Symology and the contract comes to a natural end on 31st March 2021.  As part of the Digital First initiative and the Government Cloud First Policy this contract will migrate the existing solution from an on-premise solution sat on the BMBC servers to a cloud hosted solution which will be fully managed by the supplier.

 

Due to workloads and priority projects over the last 9 months during the Covid pandemic there is not sufficient time for the Council to develop a specification, issue a tender to the open market and implement a new solution along with employee training prior to March 2021.  It has been advised by Strategic Procurement to process the use of a waiver for 2 years with a view to review the procurement route for 2023.
